Description

The project PasSe (strengthen participation – improve school) investigates the implementation of student participation as a process of school improvement. On one hand, there are conditions in schools impeding student participation. On the other hand, there is a law which prescribes student participation. Depending on the actors’ characteristics, their interactions and the local situation, the law is interpreted, formed and implemented in different ways (Fend, 2008; Spillane et al., 2002). Every school develops different strategies to handle this dilemma. The main conditions, the law surrounding participation and the difference in the hierarchy between teachers and students, are the same for all schools. The solutions however differ between schools according to their specific situations.

In a comparative case study, qualitative and quantitative data were collected in five schools in the canton of Zurich (Switzerland) at two measurement points. The goal was to describe the case-specific implementation process of participation to compare the improvement process of the five schools.

The research project sought answers to the following questions:

  • Which school-specific practices do schools establish? What are possibilities and what are inherent constraints?
  • How does school staff understand student participation?
  • How do those involved work to realize participation? How are school improvement capacity and school improvement associated?

To answer these questions, a multi-perspective approach was followed, combining perspectives from students and teachers. To capture change processes, schools were investigated longitudinally. To answer the research questions, data were collected using different methods: Individual interviews, group discussions, participant observation, document analysis, and online survey.

An additional goal of the project was to develop a further education program and offer consulting based on the project’s findings which would support other schools in their improvement process.

Project outcomes

Experience participation in school is essential for students in order to shape their own learning and development process and to become mature citizens. In hierarchical settings like schools however it is difficult to implement participation. The legal framework expects schools to handle this dilemma – at its best in the context of a school improvement process in which teachers and students actively take part.

The aim of the project PasSe (strengthen participation – improve school) was not only to learn more about student participation but to understand school processes supporting or hindering its implementation. Therefore two crucial topics are conjoined: school improvement and student participation. The project should contribute to the corporative discussion about student participation in school matters and form the basis of developing a further education and consulting resource.
